Job description
Strategy and Leadership
• Lead the overall strategic direction and implementation of the MEC; identifying opportunities, promoting growth and maintaining the position of MEC as a leader in the field. This includes leading the process of strategic review and visioning to make recommendations to the Steering Committee on future direction of MEC.
• Accountable for the effective governance and management arrangements, chairing regular meetings with the Steering Committee and ensuring they engage with and support the program.
• Represent the MEC with existing and potential donors, raising the profile and securing additional funds for full implementation of the strategy.
• Lead the management team, including holding regular senior management meetings and engaging national staff in program strategy and decision making.
• Ensure effective collaboration with Save the Children functional leads on operational priorities.
• Build a strong team cultures, cooperative team dynamics and professional development opportunities to retain a highly motivated and skilled team.
• Promote a culture of national staff empowerment, including identifying and supporting pathways for national staff to take on increasingly senior roles.
• Ensure that the team is appropriately resourced and structured to effectively deliver the program.

Facilitating Political Engagement and Transformational Change
• Build strong relations with ethnic, religious and civil society leaders and organisations, with government departments and private sector to build trust and promote collective action to address barriers to quality education in complementary systems.
• Lead the ongoing process of political economy and conflict analysis, ensuring that the program is grounded in a sound understanding of political reality and conflict dynamics, actively engaging with context to support local stakeholders to work together for positive change, and ensuring that the program is able to respond to changes in the operating environment.
• Engage directly policy discussions and stakeholder dialogue, facilitating stakeholders to find common ground and find practical ways to overcome challenges.
• Represent MEC within the education sector, building strong awareness of the program and key issues on complementary education, and building collaborative relationships with other development partner programs.
• Build strong networks with other education, governance and peace building organisations and experts, to ensure that the program is able to access specialised support, and respond to emerging opportunities.

Program Management
• Responsible for overall program development, administration, and supervision of the MEC program.
• Lead collaborative program planning and coordination across teams to ensure effective collaboration, program approaches, activity planning and communication.
• Maintain oversight over core functions of the program education systems strengthening approaches, partnership approaches, program monitoring and learning, policy engagement and advocacy, communications, finance and grants management.
• Ensure that key program approaches – conflict sensitivity and peace building, innovation and learning, iterative adaptation, thinking and working politically, child safeguarding, gender and disability are integrated into the program.
• Ensure that the program has an appropriate operational platform and policy framework to operate, actively analysing and managing risks.
• Lead management recommendations for project and partner selection for presentation to the Steering Committee.
• Ensure partners are implementing project according to the agreed policy framework and performance targets are met within agreed timeline.
• Maintain oversight of performance and delivery and ensure timely quality reporting on performance to the Steering Committee.
• Oversight of the program budget, including budgetary planning and monitoring.
• Oversight of the risk management process.
• Oversight of the next phase of the strategic planning process.

Child Safeguarding responsibilities
• Provide leadership and guidance in appropriately managing external cases of child abuse and give overall technical support to the local implementation of the Child Safeguarding Policy annual action plan, with an emphasis on supporting managers in the ongoing process of identifying and addressing risks to children that are caused/exacerbated by programme design and intervention (i.e. mainstreaming child protection/safeguarding). Undertake a key role in the reporting of concerns.
Desired Skills and Expertise
Essential
• At least 10 years' senior leadership experience in the field of international development, at least five years of which should have been based in developing countries.
• At least five years’ Chief of Party/ Team Leader experience.
• Master’s degree in education, international development, management or other relevant subject.
• Demonstrated experience in building relations, finding common ground and influencing different stakeholders including government, non-state actors, civil society and development partners.
• Demonstrated experience working in policy engagement and facilitating political change, including political economy and governance approaches.
• Excellent leadership and management skills in a complex organisational setting with proven track record of people and team management and a proven ability to forge consensus and drive action.
• Ability to lead strategic development and change processes and strong experience in developing systems strengthening approaches.
• Experience in building partnerships with and capacity building of local organisations.
• Ability to effectively establish a learning culture within an organisation.
• Experience managing large grants-based programs.
• Excellent interpersonal and communications skills.

Desirable
• Experience of managing large education programs.
• Knowledge of key issues and strategies in support of mother-tongue-based multi-lingual education (MTB-MLE) and the improvement of learning outcomes.
• Experience in Myanmar or elsewhere in South East Asia.
• Experience with complementary education systems programming.
