Apple faces a second EU antitrust complaint

Apple ဟာ ဒုတိယအႀကိမ္ ဥေရာပႏိုင္ငံအတြင္း ေဈးကြက္ကိုခ်ဳပ္ကိုင္လွ်က္ရွိတယ္ဆိုတဲ့ စြဲဆိုမႈ ေတြနဲ႔ ရင္ဆိုင္ေနရပါတယ္။

လုပ္ငန္းအၿပိဳင္အဆိုင္မ်ားက သူတို႔ဟာ App Store ရဲ႕ tax ေတြေၾကာင့္ အခက္ေတြ႕ေနတယ္ဟူ၍ ေျပာၾကားခဲ့ပါတယ္။ Apple ဟာသူတို႔ရဲ႕ ေဈးကြက္အတြင္းလႊမ္းမိုးမႈရွိျခင္းကို အလြန္အကြၽံအသုံးခ်လွ်က္ရွိတယ္ဟူသည့္ စြပ္စြဲခ်က္တစ္ရပ္နဲ႔ရင္ဆိုင္ေနရပါတယ္။ 

လြန္ခဲ့ေသာမတ္လအတြင္း၊ သူတို႔ရဲ႕ TV streaming ဝန္ေဆာင္မႈမ်ားေၾကာင့္ လူသိမ်ားတဲ့ ဂ်ပန္ႏိုင္ငံ ကနည္းပညာကုမၸဏီတစ္ခုျဖစ္တဲ့ Rakuten ဟာ Apple မွ အၿပိဳင္အဆိုင္ရွိမႈကိုပိတ္ပင္လွ်က္ရွိေန တယ္ဟူသည့္ စြဲခ်က္တစ္ခုကို European Commission ကေနတစ္ဆင့္တင္ျပခဲ့တယ္လို႔ Financial Times ရဲ႕ သတင္းမ်ားအရသိရွိရပါတယ္။ 
 

Rakuten ရဲ႕ အဆိုပါ complaint ဟာ streaming က႑ထက္ Apple ရဲ႕ e-book လုပ္ငန္းအေပၚ ဦးတည္ထားတာျဖစ္ပါတယ္။ Rakuten ဟာ electronic စာအုပ္မ်ားကိုထုတ္ေဝလွ်က္ရွိတဲ့ Kobo ဆိုတဲ့ကုမၸဏီတစ္ခုကိုလဲ ပိုင္ဆိုင္ၿပီး၊ အဆိုပါ app ကို Apple ရဲ႕ App Store ေပၚတြင္ တင္ထားပါ တယ္။ 

App Store ေပၚရွိ in-app payment မ်ားပါဝင္တဲ့ app တိုင္းဟာ Apple ရဲ႕ ေငြေပးေျခမႈစနစ္ကို သာအသုံးျပဳရၿပီး ဒီအရာက ဝယ္ယူမႈတိုင္းအတြက္ အခြန္ေငြအေနနဲ႔ 30% ကိုေပးေဆာင္ရပါတယ္။ Kobo အတြက္ေတာ့ ဒါဟာ သူတို႔ရဲ႕ free app ကေနေရာင္းရမယ့္စာအုပ္တိုင္းအတြက္ 30% ေကာ္မ ရွင္ခကိုေပးေဆာင္ေနရမွာျဖစ္ပါတယ္လို႔ဆိုလိုပါတယ္။ 

Kobo ရဲ႕ complaint နဲ႔အလားသ႑န္တူတဲ့ FT ကုမၸဏီဟာေတာ့ သူတို႔ရဲ႕လုပ္ငန္းဟာ ဒီ Tax ကို ေရွာင္ႏိုင္ဖို႔အတြက္ သုံးစြဲသူမ်ားကိုသူတို႔ရဲ႕ website ေပၚသို႔သြားၿပီးသာ စာအုပ္မ်ားဝယ္ယူဖို႔အတြက္ တိုက္တြန္းခဲ့ရတဲ့အတြက္ လုပ္ငန္းအတြင္းနစ္နာမႈမ်ားရွိခဲ့တယ္လို႔ဆိုပါတယ္။ ဒါဟာ Amazon နဲ႔ လည္းဆင္တူေနၿပီး သူတို႔ကေတာ့ အသုံးျပဳသူမ်ားကို iPhone app ေပၚမွတဆင့္ audiobook မ်ားနဲ႔ ebook မ်ားဝယ္ယူဖို႔ကို ခြင့္မျပဳထားပဲ သူတို႔ရဲ႕ website ေပၚသို႔ပို႔ေပးလိုက္ပါတယ္။ 

Apple ထံတြင္လည္း Apple Books လို႔ေခၚတဲ့ ebook ဝန္ေဆာင္မႈတစ္ခုရွိေနပါတယ္။ Apple Book နဲ႔အၿပိဳင္အဆိုင္တစ္ခုျဖစ္တဲ့ Kobo အေပၚအခြန္ေကာက္ထားတာဟာ တရားမွ်တစြာယွဥ္ၿပိဳင္ ျခင္းမရွိဘူးဟု Rakuten မွ ေျပာဆိုခဲ့ပါတယ္။ Business Insider မွဆက္သြယ္ခဲ့တဲ့အခါမွာေတာ့ ဒီအရာနဲ႔ပက္သတ္ၿပီး တစ္စုံတစ္ရာေျပာၾကားျခင္းမရွိခဲ့ပါဘူး။ 

ကုမၸဏီႀကီးမ်ားက Apple ရဲ႕ App Store ေပၚရွိ Tax အေၾကာင္း ယခုကဲ့သို႔ complain ျပဳလုပ္ခဲ့ တာဟာ ပထမဆုံးအႀကိမ္ေတာ့မဟုတ္ပါဘူး။ ၂၀၁၉ခုႏွစ္၊ မတ္လအတြင္းကလည္း ဥေရာပႏိုင္ငံ အတြင္းရွိ music streaming company တစ္ခုျဖစ္တဲ့ Spotify ဟာလည္း အလားတူ complain တစ္ခုကိုတင္ခဲ့ပါေသးတယ္။ ၎တြင္ Apple ကို ဝင္ေရာက္ကစားသူနဲ႔ ဒိုင္လူႀကီးအျဖစ္ပါေဆာင္ ႐ြက္လ်က္ရွိၿပီး အျခားေသာ app developer ေတြကို ရည္႐ြယ္ခ်က္ရွိရွိ အေရးနိမ့္ေအာင္ျပဳလုပ္ ေနတယ္ဟူ၍ စြဲခ်က္တင္ခဲ့ပါေသးတယ္။ “Spotify ဟာလည္း Apple ရဲ႕ကိုယ္ပိုင္ music streaming ဝန္ေဆာင္မႉတစ္ခုျဖစ္တဲ့ Apple Music နဲ႔ ယွဥ္ၿပိဳင္ေနရတာျဖစ္ပါတယ္။ ဥေရာပ ေကာ္မရွင္အဖြဲ႕ဟာ အဆိုပါ Spotify ရဲ႕ complaint နဲ႔ ပက္သတ္၍လည္း အဆုံးသတ္ဆုံးျဖတ္ခ်က္ ကို ခ်မွတ္ျခင္းမျပဳလုပ္ရေသးပါဘူး။ 

လြန္ခဲ့ေသာ တနၤလာေန႔က Apple မွေျပာၾကားခဲ့တာကေတာ့ သူတို႔ရဲ႕ App Store ဟာ developer မ်ားအတြက္ ခိုင္မာတဲ့စီးပြားေရးစနစ္တစ္ခုကိုေပးအပ္လွ်က္ရွိေနၿပီး App Store ဟာ ၂၀၁၉ ခုႏွစ္ အတြင္း ေရာင္းခ်ျခင္းနဲ႔ ေငြေပးေျချခင္းတို႔အတြက္ ေဒၚလာ ၅၁၉ဘီလ်ံရရွိေအာင္စြမ္းေဆာင္ႏိုင္ခဲ့ တယ္ဟုဆိုပါတယ္။
