လူသားအရင္းအျမစ္မ်ားကို နည္းဗ်ဴဟာက်က် စီမံခန႔္ခြဲျခင္း၏ အေျခခံသိေကာင္းစရာမ်ား (အပိုင္း - ၁)
လူမ်ား (ဝန္ထမ္းမ်ား) ကိုစီမံခန႔္ခြဲမႈျပဳၾကရာတြင္ Strategic Human Resource Management ဟာ မရွိမျဖစ္အေရးပါတဲ့ ပညာရပ္တစ္ခုပဲျဖစ္ပါတယ္။ ယခုတစ္ပတ္ရဲ႕ ဒီေဆာင္းပါးေလးအတြင္းမွာေတာ့ Strategic HR Management ရဲ႕အေၾကာင္းနဲ႔အတူ ကြၽႏ္ုပ္တို႔ရဲ႕ HR အလုပ္မွာ ထိုအရာက ဘယ္လိုမ်ိဳး အက်ိဳးသက္ေရာက္မႈမ်ားကို ေပးစြမ္းႏိုင္သလဲဆိုတာကို ရွင္းလင္းေျပာျပေပးသြားမွာျဖစ္ပါတယ္။ ထို႔အျပင္ Strategic HR Management ကိုအသုံးျပဳ၍ ေကာင္းမြန္ေသာအက်ိဳးသက္ေရာက္မႈမ်ားကို ရရွိႏိုင္ရန္အတြက္ အႀကံျပဳခ်က္ (၅) ခ်က္ကိုလည္း တစ္ဆက္တည္း ဆက္လက္တင္ဆက္ေပးသြားမွာျဖစ္ပါတယ္။
Strategic HR Management ဆိုသည္မွာ နည္းဗ်ဴဟာဟု အဓိပၸါယ္ရသည့္ (Strategy) ႏွင့္ လူသားအရင္းအျမစ္ စီမံခန႔္ခြဲမႈ (Human Resource Management) ကို ေပါင္းစည္းထားေသာ စကားလုံးတစ္ခုပဲျဖစ္ပါတယ္။ HRM ဆိုသည္မွာ ဝန္ထမ္းမ်ားကိုစီမံခန႔္ခြဲျခင္းအတြက္ သီးျခားခြဲထြက္ေနေသာ အယူအဆမ်ား၊ ေျဖရွင္းနည္းမ်ားျဖစ္ၿပီး အလုပ္အေပၚ အာ႐ုံစူးစိုက္မႈျမင့္မားၿပီး စြမ္းေဆာင္ရည္ေကာင္းမြန္ေသာ လုပ္သားအင္အားစုကို မ်ားစြာေသာ အစဥ္အလာထုံးတမ္းမ်ား၊ အဖြဲ႕အစည္းတည္ေဆာက္ပုံနည္းလမ္းမ်ားႏွင့္ ဝန္ထမ္းေခၚယူဌားရမ္းေရးနည္းလမ္းမ်ားကို အသုံးျပဳေပးျခင္းျဖင့္ နည္းဗ်ဴဟာက်က် ေခၚယူဌားရမ္းႏိုင္ၿပီး လုပ္ငန္းအၿပိဳင္အဆိုင္မ်ားအၾကားတြင္ အသာစီးရရွိႏိုင္ရန္အတြက္ ရည္႐ြယ္ေသာ နည္းစနစ္တစ္ခုပဲျဖစ္ပါတယ္။
အခ်ဳပ္အားျဖင့္ HRM တြင္ မတူကြဲျပားသည့္ မ်ားစြာေသာနည္းစနစ္မ်ားကို အသုံးျပဳရျခင္းပါဝင္ေနၿပီး ထိုအရာမ်ားတြင္ -
• ဝန္ထမ္းေခၚယူဌားရမ္းျခင္းနည္းစနစ္မ်ားျဖစ္ၾကတဲ့ ဝန္ထမ္းေခၚယူျခင္း၊ ရာထူးတိုးျခင္း၊ ဝန္ထမ္းမ်ားအားျပန္လည္အက်ိဳးျပဳျခင္း ကဲ့သို႔ေသာအရာမ်ား။
• အဖြဲ႕အစည္းတည္ေဆာက္မႈဆိုင္ရာနည္းစနစ္မ်ားျဖစ္ၾကတဲ့ လုပ္ငန္းအဖြဲ႕အစည္းတစ္ရပ္၏ မူမ်ားကိုေရးဆြဲျခင္းကဲ့သို႔ေသာ လုပ္ေဆာင္ခ်က္မ်ားႏွင့္အတူ
• ထုံးတမ္းအစဥ္အလာတည္ေဆာက္ျခင္းနည္းလမ္းမ်ားျဖစ္တဲ့ စြမ္းေဆာင္ရည္ျမင့္မားေသာ လုပ္ငန္းခြင္အစဥ္အလာမ်ားကိုတည္ေဆာက္ျခင္းႏွင့္ တည္ၿမဲေစရန္ ျပဳလုပ္ေပးျခင္းတို႔ ပါဝင္လွ်က္ရွိေနပါတယ္။
”Human Resource Management A Critical Text” စာအုပ္အားေရးသားခဲ့သူ JOHN STOREY ၏ အဆိုအရ ထိုအရာမ်ားအားလုံးသည္ “လုပ္ငန္းအၿပိဳင္အဆိုင္မ်ားအၾကားတြင္ အသာစီးရရွိေစရန္” ပဲျဖစ္ပါတယ္။ လုပ္ငန္းသေဘာအရ အသာစီးရရွိထားျခင္းသည္ လုပ္ငန္းအဖြဲ႕အစည္းတစ္ခုအား အျခားေသာၿပိဳင္ဖက္လုပ္ငန္းမ်ားအနက္တြင္ ထင္ေပၚေက်ာ္ၾကားေစႏိုင္ပါတယ္။ Strategic HRM ၏ အဓိပၸါယ္ဖြင့္ဆိုခ်က္ ဒုတိယပိုင္းကေတာ့ “နည္းဗ်ဴဟာက်က် အသုံးခ်ႏိုင္ျခင္း၊ စီမံခန႔္ခြဲႏိုင္ျခင္း” ပဲျဖစ္ပါတယ္။
၂၀၀၀ ျပည့္ႏွစ္မ်ားအလြန္တြင္ Strategic HRM ဟာ လြန္စြာေရပန္းစားလာခဲ့ပါတယ္။ HR ကို ယခင္က “အၿမဲတမ္းဆိုသလို ထိေရာက္မႈမရွိေသာ၊ အလုပ္မတြင္ေသာ၊ ကုန္က်စားရိတ္မ်ားေသာ အပိုတာဝန္တစ္ခုအျဖစ္ ရႈျမင္ခဲ့ၾကပါတယ္။” HR professional တစ္ဦးျဖစ္သူ Ulrich ၏ အဆိုအရ HR ဟာ ကုမၸဏီတစ္ခု၏ လုပ္ငန္းေဆာင္တာမ်ားကို ပိုမို၍တိုးတက္မႈရွိလာေစသင့္ၿပီး နည္းဗ်ဴဟာက်က် ေဆာင္႐ြက္ရမည့္အရာတစ္ခုလည္းျဖစ္ေနျပန္ပါတယ္။ ထို႔အတြက္ေၾကာင့္ HR မ်ားအေနနဲ႔ ကုမၸဏီကိုအက်ိဳးျပဳႏိုင္ရန္အတြက္ လုပ္ငန္းစီးပြားေရးဆိုင္ရာနည္းဗ်ဴဟာမ်ားနဲ႔ ပိုမို၍ ကိုက္ညီမႈရွိေနရန္ လိုအပ္မွာျဖစ္ပါတယ္။
Strategic HRM ဟာ ထိုသို႔ေသာလိုအပ္ခ်က္မ်ားေၾကာင့္လည္း ေပၚထြက္လာရျခင္းပဲျဖစ္ပါတယ္။ ထိုအရာက HRM ရဲ႕ အားထုတ္မႈမ်ားကို လုပ္ငန္းစီးပြားေရးလုပ္ငန္းတစ္ခုတြင္ ဦးစားေပးရမည့္အရာမ်ားႏွင့္ ခ်ိန္ညႇိေပးႏိုင္ရန္ရည္႐ြယ္ထားပါတယ္။ ထို႔အတြက္ေၾကာင့္ Strategic HRM ဆိုသည္မွာ လုပ္ငန္းစီးပြားေရးဆိုင္ရာရည္မွန္းခ်က္မ်ားကို ပါးနပ္လိမၼာ၍ ပရိယာယ္ႂကြယ္ဝေသာ လူသားအရင္းအျမစ္စီမံခန႔္ခြဲေရးဆိုင္ရာပညာရပ္အားျဖင့္ ထိန္းေက်ာင္းတည့္မတ္ေပးျခင္းပဲျဖစ္ပါတယ္လို႔ ေျပာၾကားရင္း ယေန႔ article ေလးကို အဆုံးသတ္လိုက္ပါတယ္။ မနက္ျဖန္တြင္ ဆက္လက္၍ Strategic HR Management ကိုအသုံးျပဳ၍ ေကာင္းမြန္ေသာအက်ိဳးသက္ေရာက္မႈမ်ားကို ရရွိႏိုင္ရန္ အႀကံျပဳခ်က္ (၅) ခ်က္ကို ေဖာ္ျပေပးသြားမွာျဖစ္လို႔ ေစာင့္ေမွ်ာ္ဖတ္ရႈေပးၾကပါဦးခင္ဗ်ာ။
