အေမရိကန္ရဲ႕ ထိပ္တန္း တ႐ုတ္ chip ထုတ္လုပ္သည့္ကုမၸဏီအေပၚ ပိတ္ဆို႔မႈမ်ား

Trump အစိုးရက တ႐ုတ္ႏိုင္ငံရဲ႕ ကြန္ျပဴတာ chip မ်ားထုတ္လုပ္သူ ထိပ္တန္းကုမၸဏီတစ္ခုျဖစ္တဲ့ Semiconductor Manufacturing International Corporation (SMIC) အေပၚ ပိတ္ဆို႔မႈအသစ္မ်ား ခ်မွတ္လိုက္ၿပီပဲျဖစ္ပါတယ္။ ဒီလုပ္ေဆာင္ခ်က္ေၾကာင့္ပဲ တ႐ုတ္နဲ႔ အေမရိကန္အၾကား နည္းပညာစစ္ပြဲဟာ ပိုမို၍ ျပင္းထန္လာႏိုင္ဖြယ္ရွိေနပါတယ္။

ၿပီးခဲ့တဲ့အပတ္ေသာၾကာေန႔က အေမရိကန္ စီးပြားေရးနဲ႔ကူးသန္းေရာင္းဝယ္ေရးဌာနမွ ထုတ္ျပန္လိုက္တဲ့ စာတစ္ေစာင္အရ Chip ထုတ္လုပ္သည့္လုပ္ငန္းနယ္ပယ္ရွိ အေမရိကန္ကုမၸဏီမ်ားအေနနဲ႔ SMIC နဲ႔ လက္ေအာက္ခံကုမၸဏီမ်ားသို႔ နည္းပညာမ်ားေရာင္းခ်လိုပါက အစိုးရရဲ႕ခြင့္ျပဳခ်က္လိုင္စင္ကို လိုအပ္မွာျဖစ္တယ္လို႔ ဆိုထားပါတယ္။ အဆိုပါဌာနရဲ႕ေျပာၾကားမႈအရ ေလ့လာမႈမ်ားျပဳလုပ္ၿပီးေနာက္တြင္ “SMIC ရဲ႕ chip မ်ားကို တ႐ုတ္ျပည္သူ႔ သမၼတႏိုင္ငံရဲ႕ စစ္ဘက္ဆိုင္ရာနည္းပညာမ်ားတြင္ အသုံးျပဳေနႏိုင္ေျခ ရွိေနတဲ့အတြက္ ဒီအရာဟာ လက္ခံ၍ရႏိုင္တဲ့ စြန႔္စားမႈတစ္ရပ္မဟုတ္ဘူး” ဟူ၍ေျပာၾကားသြားခဲ့ပါတယ္။

ဒီလုပ္ရပ္ေၾကာင့္ပဲ SMIC ဟာ သူတို႔ရဲ႕ထုတ္ကုန္မ်ားထုတ္လုပ္ရန္အတြက္ လိုအပ္တဲ့ အေမရိကန္ရဲ႕ software နဲ႔ အျခားေသာနည္းပညာမ်ားနဲ႔ အဆက္ျပတ္သြားႏိုင္ပါတယ္။ Trump အစိုးရဟာ တ႐ုတ္နည္းပညာကုမၸဏီမ်ား ကို အမ်ိဳးသားလုံၿခဳံေရးၿခိမ္းေျခာက္မႈတစ္ရပ္ဟု မွတ္ယူထားသည့္အတြက္ ပိုမိုတင္းၾကပ္စြာ ကိုင္တြယ္လွ်က္ရွိ ေနတာျဖစ္ပါတယ္။ Trump အစိုးရဟာ ဒီႏွစ္အေစာပိုင္းကာလမ်ားကလဲ တ႐ုတ္နည္းပညာကုမၸဏီႀကီးတစ္ခု ျဖစ္တဲ့ Huawei ရဲ႕ ကုန္ပစၥည္းတင္သြင္းမႈမ်ားအေပၚ တင္းၾကပ္စြာဖိႏွိပ္မႈမ်ားျပဳလုပ္ခဲ့သည့္အျပင္ အျခားေသာ တ႐ုတ္ကုမၸဏီမ်ားကိုလည္း အေမရိကန္ႏိုင္ငံသို႔ တင္သြင္းမႈမ်ားကို အမည္ပ်က္စာရင္းသြင္းကာ တားျမစ္ခဲ့ပါေသးတယ္။ ထို႔အျပင္ တ႐ုတ္ႏိုင္ငံသားပိုင္ social media app မ်ားျဖစ္ၾကတဲ့ WeChat နဲ႔ TikTok တို႔ကိုလည္း ဆက္လက္၍ပိတ္ပင္တားျမစ္မႈမ်ားကို ခ်မွတ္ခဲ့ပါေသးတယ္။
