Consultancy Role: Conducting final evaluation for IKEA Access to School Project and reporting
Introduction and Background:

Save the Children is conducting an end line study as part of its IKEA funded project on inclusive education focusing on disability and language.
The overall aim of the project is to: Increase the access to education and improve learning of the most vulnerable children (particularly children with disabilities and children from ethnic minorities) in early grades.
In order to achieve this, the project work with 347 communities and schools in 7 townships (Minbu, Pakoku Saw (Magway region), Hpruso (Kayah state), Hsipaw (Shan state), Oaktwin (Bago region) and Hpa’an (Kayin state) in raising awareness, improve teacher capacities and KG classroom environment. At township level, the project will engage with TEOs and DSW to raise awareness and develop capacities in making schools more inclusive. Evidence from the implementation will be used to advocate for changes with the MoE.

The project has three main outcomes

Outcome 1 - Access: Promote the rights of children with disabilities and ethnic minorities to education through contributing to the establishment of inclusive quality learning environments in the new kindergarten year for children aged 5 years. (the project aims to enrol a total of 12447 children with disabilities , different ethnic groups in 347 schools over a period of 3 years)
Outcome 2 - Quality and Learning Outcomes: The quality of the Foundation/KG Year Classes learning environments have improved in all SC supported schools and learning outcomes for all early Grade children in target villages have improved

Outcome 3 - Policy engagement: National policies, practice and implementation are increasingly based on child rights and child centred approaches through Save the Children’s voice in National Education Sector planning and programming processes in particular in research, policy and practice with regard to the “Foundation/KG Year” and inclusive education.

Purpose of Consultancy:
1. Objectives of the Study
The objectives of the study are to;
1. Produce information against defined indicators (for the relevant component) on the current status of programme components.
2. Answer key research questions which are aligned with the outcomes through desk review, and appropriate qualitative data from the field.
3. Ensure all indicators, both quantitative and qualitative are specifically responded to, as well as producing an overall narrative against the outcomes, and cross-outcome analysis produced in the final report.
4. Provide clear recommendations that might be taken into consideration in designing future projects.

2. Proposed Methodology
The methodology is developed based on internal Save the Children requirements, results framework and taking into consideration practical resource and budgetary constraints (More details are provided in the SCN end line manual, Programme Results Framework and MEAL plan which will be provided to the consultant for review).
The outcome indicators for the project are as follows, for which the study is expected to provide specific information – both numerical and qualitative;
Access:
• # of children accessing the foundational year in target villages disaggregated by gender, disability, ethnicity and socio economic status
• # of foundational year classrooms established ensuring accessibility of CWD
• # of classrooms equipped and supplied to ensure conducive learning environment for children with disabilities
• # of communities receiving training and awareness raising on the importance of children with disabilities having access to education
• # of community managed support system (CMSS) established
• % of identified OSC with disabilities that are enrolled in school (for Foundation class, G1, G2 and G3)

Quality:
• # and % of children demonstrating improved learning appropriate to their needs
• # and % of foundational year classrooms achieving all four QLE guiding principles
• # of kindergarten children participating in classroom activities
• # of teachers that receive training in inclusive education approaches
• % of teachers demonstrating use of effective teaching learning process
• # of TLMs provided to kindergarten teachers
• # communities which are supporting children's learning (particularly children with disabilities and minority children) through identified activities
• # of mechanisms (such as Children Learning Support Group, Community Managed Support Committee, PTA) established to support children's learning

• Contribution by Save the Children to National mechanism on Education Sector Planning programme processes particularly related to inclusive education (for example, Joint Education Sector Working Group, Development Partner Group, Education Thematic Working Group - disability and education working group, National Task Forces and Technical Working Groups)

Tools:
As some of the indicators use internal systems to Save the Children, relevant tools will be provided to the consultant for review, adaptation and finalization. The consultant may use other tools as appropriate. An annex is included which details some of the existing tools and responsibilities for collecting information.

Key Research Questions
The following three key research questions are to ensure the project team has all the information necessary
Community: What is the difference between baseline result and current level of awareness/ understanding/ perception on inclusion of Children With Disabilities (CWD) and ethno linguistic minorities) among the communities?
(Under this broad question, we expect answers to questions like whether CWD’s should be/are sent to school, what are the challenges and stigma faced by a child with disabilities and/or their family, whether the community has support in early identification, and languages spoken)

Teachers: What are the differences between baseline result and the result of the current capacities and skills of teachers?
(Their understanding of inclusion, challenges a teacher faces when developing an inclusive classroom, whether they are able to ensure CWDs learn, perceptions of children without disabilities on including CWDs, training received, support from TEO, a realistic appreciation of what is needed to make inclusion a reality)

Advocacy:
Analyze new National Education Strategic Plan, Disability Law and commitments to international conventions and declarations (CRPW, CRC and SDG’s) identify challenges and opportunities for SCiM to advocate for

What is the Township Education Office/ Department of social welfare understanding on inclusion?
In their understanding, what are the policies that facilitate and what are the practical barriers to developing inclusive classrooms? How have they promoted disability inclusion in their townships?

Desired Skills and Expertise
• A Master’s degree in education or similar field.
• Proven experience, knowledge and skills in designing and implementing qualitative and quantitative baseline studies (at least 4 years experiences preferred).
• Sound knowledge on inclusive education;
• Good understanding about the Myanmar context, current policies, practices and structures
• Expertise with sound process for ensuring quality of data, data entry and analysis
• Fluency in spoken and written English.
