Job description
Humanitarian Strategic and Operational Planning
• Contribute to the development of the MST CSP, CAP and other strategies and plans that relate to the humanitarian context from the Humanitarian Preparedness and Response perspective
• Analyse the needs and planning on the investment required to build the team’s Humanitarian capacity and capability to respond
• Build MST’s emergency preparedness and disaster risk reduction capacity as a key element of competitive positioning.

Humanitarian Preparedness
• Ensure MST countries have the capacity to respond to emergencies in line with best practice standards
• Lead on the development of COs’ preparedness plans (EPP) and contingency planning; implement key preparedness activities, including stock-prepositioning, trainings, etc.
• Lead on the development and implementation of appropriate training for programme and support staff involved in humanitarian planning and response
• Establish a system of internal deployments to support emergency responses
• Ensure emergency risk monitoring systems are set up and effective
• Explore and strengthen response through national partners and organizations
• Ensure Disaster Preparedness Planning and Disaster Risk Reduction is integrated across programming throughout MST
• Engage with external donors and coordination fora on funding streams and response mechanisms
• Work with Supply Chain to build a network of suppliers for commonly required humanitarian supplies and logistics and establishment of procurement guidelines for rapid purchase when supplies are not available locally, as well as the management, inventory and reporting of supplies and assets in emergency response situations

Humanitarian Response Management
• Lead, manage and support the humanitarian response activities delivered by the COs’ teams and its partners for Cat 3 & 4 interventions, in line with COs’ strategies
• Ensure coordination across the relevant functions and teams in delivering and supporting for emergency responses. Contribute to developing proposals and securing funding for humanitarian preparedness emergency responses, liaising with key humanitarian donors and other funders across all MST countries
• Work with Finance to develop and implement appropriate financial control and reporting systems
• Review, evaluate and share learning on all of the humanitarian responses in country and ensure that lessons learned are incorporated into future analysis and programming
• Support the scale-down and phase out of responses

Quality and Continuous Improvement
• Foster an environment that values program learning and impact at scale
• Ensure that learning from humanitarian interventions in MST is widely disseminated within Save the Children, and is incorporated in new and revised policies, manuals and tools
• Further develop and improve partner capacity for humanitarian preparedness and response
• Work with MEAL to ensure effective monitoring and accountability mechanisms are set up in emergency response
• Identify cross-country learning opportunities and coordination mechanisms

Child Safeguarding Responsibilities
• Ensure that your staff is providing all beneficiaries of your programme with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct.

Desired Skills and Expertise
• Minimum of 5 years of experience in humanitarian preparedness and response and DRR, preferably with an INGO.
• Demonstrated experience contributing to strategic plans and developing organisational capacity in humanitarian preparedness and delivering humanitarian response.
• Demonstrated experience in mounting and managing efficient and effective humanitarian responses.
• Proven team management and team leadership experience in a humanitarian response context.
• Ability to analyse trends and develop appropriate plans and responses.
• Demonstrated stakeholder and implementing partner management experience and skills.
• Strong verbal and written communication skills, developed report writing skills.
• Budget management and monitoring experience.
• Initiative, flexibility and ability to work independently as well as in a team, within a changing environment.
• Strong relationship building, influencing, negotiating & interpersonal skills, with the ability to liaise with key stakeholders.
• Strong time management and organisational skills.
• Ability to work under pressure and to tight deadlines and willingness to travel frequently.
• High levels of self-motivation and initiative, ownership and accountability of one’s work.
• University degree in international development or a related discipline.
• Commitment to Save the Children’s mission, vision and values.
• Proficiency in English

Desirable
• Relevant academic qualification at Master’s degree level in development or a related discipline.
• Familiarity with SCI’s humanitarian policies, procedures and systems.
• Experience in humanitarian response, preparedness and/or advocacy in South or Southeast Asia
• Proficiency in one or more of the languages spoken in Myanmar, Sri Lanka or Thailand
