Job description
• The post-holder plays a key role in contributing to the successful implementation of the MEC program by leading and managing the Partnership & Planning team. The holder will contribute to the overall design, planning and implementation of MEC partnership and institutional development activities in close collaboration with the Senior Management team (SMT) and in line with MEC’s Program Strategy. The post-holder will lead a strong effective team, working effectively with relevant leads on all important technical, organizational and operational matters.

• Partnership and Planning
Support and provide management for respective Partnership Managers/Coordinators to monitor, coordinate, facilitate and follow up on partner implementation, ensuring challenges are addressed in a timely and appropriate manner.

• Lead the Partnership and Planning team to collaborate across teams to design, prepare and co-facilitate the annual Review and Planning Meetings with the complementary education partners.
• Lead the implementation of the partnership components of the Annual Operating Plan (AOP), ensuring MEC is supportive of partners and promotes joint accountability for agreed objectives and contractual obligations.
• Develop quarterly field monitoring plans with Partnership Managers/Coordinators, ensuring inputs from all teams and partners.
• Support the preparation of semi-annual and annual reports in close collaboration with MEC senior management team leads.
• Spport continuing collaboration between the Partnership and Planning Team and the MEC Child Safeguarding Advisor to ensure.
• Lead the revision, dissemination and training on Partnership Principles and values across all MEC teams in close collaboration with senior management leads.
• Ensure that all partners have child safeguarding policies, systems and plans in place that are aligned with the MEC Child Safeguarding Policy.
• Facilitate collaboration with the Monitoring, Evaluation and Learning team to ensure that the MEC M&E system delivers sufficient quantitative and qualitative data to reflect partner program results to show progress and change in the short, intermediate and long term indicators within the results framework.

• Institutional Development/Organizational Development (ID/OD)
• Support the PMEL Director in leading consultations with partners’ senior leadership on needs and priorities for institutional systems strengthening.
• Support the PMEL Director to develop an Institutional Development strategy with partners and MEC teams that outlines feasible and appropriate objectives and activities through the operating period.
• Lead a cross-sector MEC team of Heads and Managers in developing good common understanding of ID and how it relates to the wider complementary education systems strengthening at different levels of the systems.

• Team Leadership and Management
• Participate actively in the SMT to effectively support the coordination and delivery of the MEC strategy.
• Manage and support managers/co-ordinators to ensure that the team has clearly defined objectives and that individual staff understand their roles and responsibilities.
• Incorporate staff development strategies and Develop to Perform objectives into the capacity development plan of the PPMEL team.
• Support direct supervisees through one to one coaching and ensure availability of appropriate professional development opportunities for staff.
• Encourage a team culture and partnership approach based on sharing, learning and creativity.

• General
• Promote and support a strong collaborative team culture across MEC teams.
• Additional responsibilities as assigned and agreed with the PMEL Director.

• Child Safeguarding Responsibilities
• Ensure that your staff is providing all beneficiaries of your programme with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct.


Desired Skills and Expertise
• Bachelor’s Degree in relevant field.
• At least 7 years of professional experience in organizational or institutional development, international development, education, organizational management, or other relevant field.
• Demonstrated experience in the design of feasible and appropriate interventions in support of institutional or organizational development strengthening.
• Significant management experience, preferably in an South Asian context.
• Experience with local community, local NGO or non-state actors in the Myanmar context.
• Able to work independently and effectively in a cross cultural team environment.
• Detail-oriented and highly organized, with a proactive approach.Excellent interpersonal, communication and presentation skills with experience of senior level negotiation and representation.
• Strong facilitation skills, including the design and management of effective trainings, reflection and learning workshops and meetings with diverse participants at state and sub-national levels.
• Experience working with international donors, as well as counterparts and beneficiaries.
• Skillful in planning, people management, staff development and supporting inter-disciplinary processes and approaches.
• Strong work-ethic, personal effectiveness and integrity.
• Commitment to and understanding of Save the Children’s aims, values and principles including child safeguarding.
