Job description
• Ensure that processes, people and resources are utilised optimally for planning, implementation, monitoring, controlling and reporting on all programme (integrated sector specific) activities and deliverables.
• Nurture a culture and ways of working which align with Save the Children’s values, and are conducive to the effective, professional and timely delivery of an ambitious programme in a challenging environment.
• Provide feedback to Emergency Programme Manager on any changes in context that will affect either beneficiaries, communities, staff or the programme.
• Lead, support and motivate the members of the Food team to partake in the responsibility for management related issues, ensuring that team members have clear objectives and receive meaningful feedback on their performance.
• Act as primary focal point for coordinator with WFP and other food sector actors.
• Plan and monitor the programme budget and ensure compliance with donor regulations.
• Ensure the programme, team and activities remain accountable to beneficiaries and respond to feedback constructively and efficiently.

Area Management
• Support Humanitarian to ensure the food team are delivering effective programmes for children and are accountable to children and beneficiaries.
• Assist Humanitarian Manager to ensure the all food grants are meeting donor compliance requirements.
• Undertake performance management appraisals for directly managed regional staff on behalf of Humanitarian Manager.
Budget Management
• Support Humanitarian Manager by managing programme budgets when requested, and through working with Regional Finance Officer, ensure any corrective actions are taken as a result of monthly reviews.
• Ensure that the regional team meet the standard budget variance quarterly and at the end of the fiscal year.
• Assist to Humanitarian Manager to appropriately budget management responsibilities to the programme staff coach & supervise for ensuring that programme staff are empowered, capacitated and enabled to manage & control the grants and support budgets.

Safety Security, Staff Wellness and Working/ Living Environment.
• Support to Humanitarian Manager by working with Safety & Security Manager to ensure optimal security management procedures and practices are in place for the team (including safe transport systems) and continually monitor the security situation and suggesting adaptations for staff safety procedures accordingly.
• Working with HR Manager to ensure that the wellness & teambuilding dynamics of staff is prioritised and appropriately managed.

Communication
• Effectively communicate programme progress and challenges to Humanitarian Manager and Coordinate effectively with other SCI sectors operating in Sittwe.
• Provide WFP with a focal point with whom they can coordinate and discuss programmatic issues.
• Ensure that communication with beneficiaries is frequent, accurate and timely, with appropriate responses undertaken for feedback received.

Coaching, Training & Leading
• Support to programme staff to perform as the representative of Save the children.
• Train, Coach and lead the team to create an enabling environment where staff deliver a high quality right based programme. Monitor progress of programme staff and provide them required professional support through available resources.
• Work with Humanitarian Manager to develop a team and individual capacity building plans.

Compliance
• Comply with all relevant Save the children policies, procedures and best practises with respect to child rights, safeguarding and protection, health and safety, equal opportunities and other relevant policies.

Desired Skills and Expertise
Essential:
• Substantial experience working with an international non-governmental organisation within an emergency and / or development environment.
• Skills and experience in project/programme implementation, monitoring, review and evaluation preferably from a child rights approach in accordance with the CRC and international humanitarian rights standards.
• Substantial people and programme management experience with good interpersonal skills and ability to communicate at all levels.
• Good understanding of WFP procedures, processes and accompanying forms and required paperwork.
• Solid experience in grant management, including budget holding and donor reporting.
• Ability to produce high quality reports.
• Representational, political awareness and advocacy skills.
• Ability to work in a sensitive, multi-cultural environment, and ability to positively ensure non-discrimination within the team and towards beneficiaries.
• Understanding and appreciation of staff safety and security.

Skills and Experience:
• At least 4 years’ experience in related field

Education:
• Bachelor Degree

Communication and Technical Skills:
• Strong English communication skills, both written and verbal
• Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure
• Willingness to travel to field offices and work in difficult environment according to travel requirements

Management:
• Excellent people management skills and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas.

General:
• Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children
• Commitment to and understanding of Save the Children’s aims, values and principles.
• Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy
