Available and accessible quality healthcare for all People Who Use Drugs (PWUD) and People Who Inject Drugs (PWID) in Myanmar.

AHRN Mission

AHRN supports the right to a healthy life for all its service users by implementing comprehensive evidence based interventions through a process of collaborative working with all partners and advocacy with local communities.Since almost 28.1% (as mentioned in the HIV Sentinel Sero-surveillance Report 2010 by NAP/DoH/MoH) of all HIV infections in Myanmar occur through injecting drug use, people injecting drugs will be the main beneficiaries. Next to injecting drug users, also drug users practicing other modes of administration will be main beneficiaries, in order to prevent a switch to the risky injecting behaviour and to address possible sexual risks while under the influence of illicit substances (including Amphetamine Type Substances-ATS).

Through the implementation of Drop-in Centres (including medical care, counselling and psycho-social support) and health education/information, they will gain access to care, information, and prevention materials to protect themselves (better) from HIV/AIDS, as well as hepatitis and other STIs. The inclusion of an Outreach Programme and Peer Educators, recruited and trained among (I)DUs residing in the proposed sites, will facilitate contacts with (I)DUs and the distribution of prevention materials. (I)DUs will actively participate in both the development of the programmes and the delivery of services. They will participate in surveys, in training programmes, IEC development, etc., either individually or through focus groups. (Ex-) drug users with the necessary skills will be specifically trained as peer educators/peer supporters and the operations of Self-Support Groups of (injecting) drug users will be supported.

TB incidence and TB-HIV co-infection is also higher among (injecting) drug users than in the general population. WHO even developed a manual specifically on providing comprehensive TB and HIV prevention, treatment and care services for (I)DUs, which emphasis the high risk involved. Furthermore, TB, if left untreated, will speed up the progression of the HIV infection. AHRN Myanmar Office was set up, with 3 staffs, in July 2003 under MoU with the Ministry of Home Affairs: Central Committee for Drug Abuse Control (CCDAC). During its first year of operations in Myanmar, AHRN conducted seminars and workshops, exposure/study tours for Government, local and international NGOs and UNs counterparts to study Harm Reduction initiatives in India, Pakistan and Hong Kong. AHRN Myanmar was then funded by Fund for HIV/AIDS in Myanmar (FHAM) through UNAIDS.
The objective was to reduce HIV transmission among people injecting drugs, their (sexual) partners and the communities they live in by providing support for the implementation of harm reduction interventions and to create an enabling and supporting environment through advocacy, capacity building, training and service provisions. AHRN hopes are to reach as such, directly and indirectly, thousands of people who use drugs, their sexual partners and their families in some of the worst affected areas in Myanmar.

Job description
• Provide assistance to state/regional TB officers of NTP for planning, implementation, training, management and supervision of mobile team activities.
• Ensure to operate mobile team activities in accordance with approved work plan.
• Supervise mobile team staff during field visits.
• Timely report to respective TMO and TB RO/TL whenever required.
• Take financial accountability and responsibility for mobile team operations under the guidance, supervision and management of TB RO/TL.
• Review and check data regarding ACF activities accomplished by respective mobile teams.
• Submit mobile team completion reports and monthly reports to respective TB RO and TMO.
• Submit monthly activity reports to respective recruiting organizations (partners). (To submit consolidated monthly activity report of all staff to respective recruiting organizations and need to attach attendance sheet).
• Provide clinical screening for TB and other illnesses and provide immediate medical treatment to patients and refer to nearest health facilities as necessary during mobile team visits.
• Provide Project consumption of medicines, anti-TB drugs and necessary stocks as per mobile team schedules in monthly basis and report to respective TB RO.
• Help Medical Doctor (X-Ray) for X-Ray reading and interpretation.
• Coordinate with local authority, local health staff, local NGO, INGO and social organization.
• Perform any other duties as required.
• Follow HR rules and regulations of NTPwith the direct supervision of TB RO/TL.
• Staff may entitle to get other benefits from respective/hiring organization (e.g. health benefit).

Desired Skills and Expertise
• Must hold M.B.,B.S and valid medical license
• Preferably relevant work experiences for 2 years
• Must base in regions/states and willing to travel hard to reach sites
