Job description
Strategic direction, programme design and development
• Provide guidance and technical support in developing CRG programming documents including: Child Rights Situation Analysis (CRSA), Thematic Programme Strategies and Annual Operational Plans and contribute to the development of the overall Country Strategic Plan.
• With the support of the Head of Program, lead in developing a high quality CRG programme through integration, expansion and growth of existing CRG programmes and strengthening links with other sectors as appropriate.
• Facilitate integration of CRG into other sectors and ensure inter-sectoral complementarity.
• Provide technical support in CRG to operational teams to ensure their projects effectively support increasing children’s access to their rights in Myanmar.
• Together with Head of Program, identify funding opportunities and develop high quality proposals in coordination with programme managers, programme operations team and the finance and grant management teams.
• Ensure linkages with relevant research initiatives and ensure that findings and recommendations from these, as well as specific project and programme evaluations, feed into CRG programme strategies and design.
• Ensure programme alignment with SC global and regional CRG strategies and priorities.

Technical support and capacity building
• Support Child Rights Coalition in supplementary reporting and lead the child rights monitoring and reporting process.
• Build the capacity of CRG Programme staff and ensure adequate technical support to programme managers and the operation teams for the effective implementation and monitoring of CRG programme activities.
• Support the CRG teams in identifying and supporting civil society partners including: partner assessment/risk analysis, capacity building planning and technical support/training.
• Provide support to operational teams in developing and implementing an effective monitoring and evaluation frameworks for the CRG programmes and ensure monitoring information is analysed and shared, appropriately both internally and externally.
• Identify key learning opportunities and processes from the CRG programme and proactively design and organise opportunities to share key lessons to inform project and programme design.
• Provide CRG technical input and support to staff developing and implementing emergency preparedness plans and response programmes.

Networking and representation
• Represent Save the Children, as required, at national and international events and proactively explore opportunities and to engage in advocacy work to change policies and practices for wider and lasting impact on the lives of children in Myanmar.
• Under the guidance of the Head of Program, support in country coordination, communication and liaison with key stakeholders including: relevant line Ministries, UN agencies, international and national NGOs and other relevant civil society organisations.

Child Safeguarding Responsibilities
• Ensure that your staff is providing all beneficiaries of your programme with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct.

Desired Skills and Expertise
• A minimum of five years’ work experience on child rights and child rights governance, networking and cooperation with various partners, particularly civil society organisations.
• University degree in international relations or social sciences or other relevant field.
• An in depth understanding of the child rights reporting, International and National laws, and policies, national issues related to the CRG.
• Experience in programme design, proposal development, monitoring and evaluation frameworks.
• Ability to analyse information, evaluate options and to think and plan strategically.
• Ability to, and experience of, delivering training in CRG programme area.
• Ability to negotiate and develop working relations among diverse and complex internal and external actors and stakeholders.
• Fluency in written and spoken English.
• Excellent interpersonal communication skills.
• Commitment to and understanding of Save the Children’s aims, values and principles.
• Ability and willingness to travel domestically and internationally when required.

Desirable
• Experience of programme management in different sectors of the development field and understanding of integrating CRG activities/ inter-sectoral complementarity.
