However, matters are changing drastically; a market economy and broad government reforms are emerging since the 2011 transition to a civilian government.

Its work addresses the largest contributors to Myanmar’s burden of disease: HIV, tuberculosis, malaria, pneumonia, diarrhea, reproductive and maternal health. It also works in reproductive health matters.PSI provides primary health services in 210 townships through its Sun Quality Health franchise network. The network is comprised of more than 1,500 private medical doctors that PSI/Myanmar trains and monitors on reproductive health services as well as treatment for malaria, tuberculosis, pneumonia, diarrhea, HIV and sexually transmitted infections. In addition, PSI supports the Sun Primary Health network of more than 2,000 village health workers.

Job description
• Quarterly monitoring and supervision of lab technicians from PSI affiliated private laboratories to ensure quality of services are according to NTP guidelines
• Biannual supervision of lab technicians from PSI operated laboratories (QC and TOPs) for STI and HIV lab testing according to guidelines
• Conduct annual monitoring visits to TOP HTC sites to ensure technical competencies for lab related issues and provide feedback to respective supervisors
• Guide and assist to develop lab related standard operation procedures, guidelines and job aids which in line to PSI operated labs and regular update on those
• Regular follow up of lab quality recommendations in subsequent reports from different stakeholders, builds rapport, provides feedback on errors and takes action according feedback to respective labs
• Take as a focal point for coordinating with internal and external stakeholders for maintaining quality results by participating in the external quality assurance system for both HIV and TB, reviewing results and report any shortfalls to respective supervisors
• Overview and validate lab data consistency and report on discrepancies
• Liaise and co-ordinate with respective stakeholders of regular/ refresher lab training for PSI managed and affiliated private labs
• Provide sufficient technical support to Lab technicians/ Microscopist and Field Operation teams, and arrange for the exchange of slides and other work for quality assurance review
• Facilitate training to relevant technicians/staffs from PSI operated labs by coordinating with respective units
• Take main responsibility for maintenance of equipment (microscopes and accessories) that PSI provided and based at 3rd party location (Private/NTP labs)
• Provide technical support on lab issues (slides, lab reagents and related necessary stocks) during the yearly forecasting and procurement plan in collaboration with respective programs
• Advocate to lab technicians, Township Medical Officers, NTP/NAP Officers or local authority if necessary
• Assists National Healthcare Quality Manager for lab related activities

Desired Skills and Expertise
• Must hold degree/diploma for Lab Technician and valid Lab Technician license
• Must have senior technical and supervising experience for 2 years
• Must have laboratories activities and relevant work experiences for 5 years
• Strongly prefer to have experience in proper lab data validation
• Must be able to work in flexible hours
• Good interpersonal and communication
• Good in written and spoken English
• Good command in computer skills (Microsoft office applications: word, excel and power-point presentation)
• Preferable to have ability to perform duties on own initiative with limited supervision.
• Should be organized, systematic, dynamic and must interact well with others.
