children or young people
ROLE PURPOSE:
Background
Humanitarian and development INGOs working in Rakhine State have agreed to work together to design and
establish a monitoring system to track indicators of social and economic development in all communities in
Rakhine State, to anlyse and share information generated by this monitoring system and to utilise the
information to support advocacy in support of the people of Rakhine State. The project, entitled the INGO
Collective Iniatitive for Rakhine (ICIR), will be hosted by Save the Children.
Head of Programme, INGO Collective Initiative for Rakhine
The Head of Programme for ICIR will be responsible for establishing the ICIR, including development of the
governance system for the program, recruitment of staff and development of collaborative arrangements with
the full range of stakeholders in the international community, civil society and government.
He/ she will then oversee the design of a monitoring system which takes into account the existing initiatives in
this area by UN agencies, INGOs and national NGOs, and the operationalising of the monitoring system, as
well as ensuring that the information gathered is analysed and circulated to relevant agencies. The postholder
will also facilitate the development of an advocacy strategy which seeks to bring about significant positive
change in the living conditions of communities in Rakhine state, and which is at the same time ethical and yet
takes account of the political reality in Rakhine and Myanmar as a whole.
We are looking for a very special person for this role. He/ she will be able to analyse the political situation in
Rakhine, assess how best the INGO community can contribute to efforts to address critical development issues
in the state, oversee the design and implementation of of monitoring mechanisms, and advise on how any
information generated by such mechanisms should best be utilised. The position requires a high level of
professionalism, judgement and negotiation skills, tact and diplomacy.
SCOPE OF ROLE:
Reports to: Director of Programme Development, Quality and Advocacy. The position will also convene and
be guided by the governance body for the INGO Collective Iniative for Rakhine. The role requires a high level
of coordination both within Save the Children (most notably with the humanitarian team and with the
humanitarian and development programme teams in Rakhine state) and externally to the organisation (with
INGO Collective partners, UN agencies, donors, the Government of Myanmar and Rakhine State government
and others).
Staff directly reporting to this post: to be determined; will include staff working on monitoring systems
and advocacy staff
Budget Responsibilities: Up to $1 million
Financial Approval: Delegation to $30,000
External Representation:
Interpersonal contact regular and varied in both oral and written. Negotiation and representation with senior
level representatives including government level decision makers, donors, wider development and humanitarian
community
Travel: Extensive and as required, to Rakhine, NayPyiTaw or elsewhere (up to 10 days per month)
Key accountabilities
In line with SCI’s dual mandate, these key areas of accountability apply to SCI Myanmar’s work in
emergencies (acute and chronic) and in development settings.
1. As guarantor of the Collective Initiative strategy
Help design and implement a coherent advocacy initiative and associated processes that take into
account member suggestions and is appropriate to the operational needs of the collective initiative
Work with collective agencies to establish a steering committee or associated processes for direction
of and guidance to the initaitive
Together with the Steering Committee ensure that the Collective Initiative regularly develops and
reviews for a common agenda, shared measurement, continuous communication, and mutually
reinforcing activities among all participants
Help establish, maintain, and improve (including through liaison with all collective partners and with
existing coordination mechanisms) active and regular working relationships with host government
authorities, donors, partner agencies including major institutional donors, and local and other
international NGOs
Ensure the robust development of a monitoring framework and the development of further research as
may be needed.
Seek additional funding to support the Initiative to expand analyses when needed
2. Oversight and Management of Staff and Project
Responsible for the recruitment, training, and promotion of staff as appropriate and, working with the
Human Resources and other relevant departments, ensure availability of appropriate professional
learning and development opportunities, technical and management, for all staff within the initiative/
project
Manage Project team; define expectations, provide leadership and technical support as needed, and
evaluate direct reports regularly
Conduct regular field visits to liaise with collective partners and inform ways to improve the quality and
impact of the Collective Initiative project
In close coordination with Advocacy and Policy Advisor, stand accountable for project progress and
deliver in accordance with grant agreements, objectives and milestones, timeframes and on budget
Serve as overall budget holder for the project; manage and support Project and Administrative Officer
Responsible for the preparation of timely and high quality progress reports, program reports, and
donor reports
In collaboration with the Steering Committee lead on delivering effective outcomes against funding
objectives and strategy
3. Coordination, Representation and Advocacy
Under supervision of the Steering Committee lead the development of strategies for engagement with
key development and humanitarian stakeholders
Schedule and contribute to collaborative INGO coordination meetings about Rakhine
In collaboration with the Advocacy and Policy adviser develop a sound analysis of Rakhine situation and
related regional ones and advise the Collective Initiative on positioning
Supervise research and analysis on the activities, priorities and strategies of relevant stakeholders,
identify potential areas for alliances and partnerships
Prepare briefings for meetings to deliver key strategic messages to targeted stakeholders
Represent the Collective Initiative in meetings and briefings.

Desired Skills and Expertise
Ability to analyze political issues and challenges in development and humanitarian sectors and to think
and plan strategically
Experience of working in conflict contexts, and particularly in working with a variety of stakeholders
involved in such conflicts
Experience in coordinating organizations and engaging with various stakeholders to develop common
approaches, particularly in the development and/ or humanitarian field
Familiarity with and understanding of the history and current political and social context in Myanmar,
and in particular in Rakhine State
Project management skills, particularly in the international development context and in rights-based
project and programme approaches
Skills and experience in the development and implementation of monitoring systems, particularly in the
field of international development and/ or human rights
Strong diplomatic skills, and the ability to effectively communicate with senior representatives of foreign
missions in Myanmar, the Government of Myanmar and the Rakhine State Government
Excellent interpersonal, communication and presentation skills
Fluency in written and spoken English
Fluency in Burmese and other languages spoken in Myanmar would be highly regarded
General:
Ability to work collaboratively with colleagues and partners
