Job description
• Provide leadership to the program staff to ensure timely implementation of the various programs in line with input from the program managers and in line with program log frames, work plans and budgets.
• Make sure that the combined JD’s of program staff cover program requirements and ensure that individual JD’s are clearly describe responsibilities and fit individual competencies. Ensure that all program staff understand their roles and are accomplishing the tasks they have to do.
• Develop program tam leadership. Build up the capacity of program leadership team.
• Create space and delegate responsibilities to the team. Empower all senior staff to take on leadership responsibilities and develop in all aspects as much as possible. Recognize the expertise and experience within the team, and actively promote individual team member to offer leadership.
• Promote active participation and contribution of APAMs and Technicians in program management and administration. Ensure compliance of the program management with the PME system.
• Promote and maintain team morale and unity. Uphold vision for the program. Make sure that the team members are complementing each other and the team is functioning well.
• Work with the staff and Country Office (CO), to determine program priorities and approaches, in line with program aims and objectives.
• Do need assessments as necessary to ensure that program's aim and objectives are matching with communities' needs.
• Develop activity plans for the program and make sure that activities are focusing on the issues.
• Help staff develop their specific activity plans to address the issues in communities and in line with program objectives.
• Estimate costs and prepare budgets. Submit financial request to Country Office as necessary and in time as per agreement.
• Working with other staff, and with assistance from the Country Office as needed, determine strategic issues for World Concern Myanmar.
• With the help of program staff and Country Office staff, develop and write proposals.
• Regularly update the financial situation of the state and respond to it accordingly in order to make sure the financial requirements of the State's program is met.
• Select and hire qualified, competent program staff with input from the APAM and Technicians from program, and Human Resources / Administrative Manager from Country Office especially for senior staff.
• Direct activities of the program and staff to make sure the program is progressing as planned.
• Oversee the technical leadership and supervision provided by the Technicians and give input as necessary, to ensure program activities are supported as required and in timely manner.
• Mentor and encourage the program staff in all aspects of the work. Model professional and personal abilities and attitudes.
• Support monthly planning activities which will be led by APAM and monitor progress against work plan.
• Supervise APAM, Technicians, Program Finance Officer and Program Administrative Officer and get monthly activity and progress report from them. Give necessary feedback on time. Make sure that all necessary information is received in time so that program activities are well monitored and all the progress is on the right track.
• To ensure every staff take responsibilities of community organizing activities.
• Oversee the identification and planning to address the training needs of the program communities by the staff so that communities have all necessary skills to address the needs in communities.
• Oversee the identification of training needs and planning to address these training needs by program staff, Technicians and Technical Advisors so that staff have all necessary skills to address the needs in program.
• Ensure that all the trainings are adequately followed up by the Technicians and courage program staff to take increasing responsibilities for the program activities.
• Regularly visit to program areas and staff. Encourage staff and communities to have community initiated development activities.
• Ensure APAM and Technicians are providing adequate and detailed supervision of field staff.
• Monitor progress of program activities compared to the plans and make adjustment.
• Monitor how money is spent, to stay within budget and use money effectively. With the help of Accountant make sure all the staff understood clearly and correctly about WCM Financial Policy and in line with the policy.
• Oversee the use of program equipment, supplies, and vehicles.
• Oversee keeping of accurate, complete, organized records of inventory, expenses, activities, and other relevant program related data.
• With assistance from HR/Admin Department monitor staff performance and conduct regular performance review with senior staff to ensure the quality of staff is improving.
• Monitor the success of the program in reaching its aim and objectives. Write and submit Monthly Program Progress Report to ICD Program Manager and make sure that all the necessary information is well informed to CO.
• Write program documents and reports as required and requested.Prepare 3/6 monthly program progress reports for submission to donors and liaise with Program Finance Officer and Country Office for financial audit and reporting.
• Monitor the community organizing progress in program activities.
• Oversee program intervention to be in line with new strategic direction including community organizing component.
• Oversee the participatory evaluation process of State program led by Technicians with support from TAs. Make sure that all the beneficiary parties are involving in the process.
• Oversee Technicians in preparing and submitting of program evaluation report. Submit program evaluation report in time to CO and donors.
• Make sure that all necessary information from the evaluation is well informed to all parties involved.
• Be a principal donor contact for the program.
• Maintain good relationship with donor(s) by making regular contact and giving regular progress reports on activities and financial expenditure.
• Facilitate donors' visits to program area and present to them about the improvements, both in communities and Organization.
• Develop and sustain strong relationships with program communities/beneficiaries and local/government officials.
• Be a liaison between CO and staff as necessary: ie: communicate information from staff to the CO, and communicate information from the CO to the staff.
• Liaise with other program components, as well as with the CO, in order to coordinate activities and approaches. Help program
components in dealing with authorities.
• Contribute to overall program management and leadership through participation in Vision Steering Committee Meeting if required and requested.
• Develop and sustain strong relationships with other organizations and agencies. Represent World Concern to the broader
community on specific issues and facilitate visits, as considered appropriate by World Concern management.
• Review own professional skills on a regular basis in both formal and in-formal ways.
• Develop personal development plan to meet the expectation of the organization and regularly check the progress and prepare a new plan for further development.
• Plan and conduct meetings, field visits, travel, communication, etc. as necessary to achieve the above.
• Deal with problems and issues that emerge, as far as possible. If the issue goes beyond your own mandate and/or resources, bring it to the attention of the CO.

Desired Skills and Expertise
• Bachelor degree or equivalent is preferred. At least three years’ experience in management of integrated community development project is desirable.
• Model behavior that reflects positive Christian values and a holistic, participatory, sustainable approach to development, and
behavior that is sensitive to local conditions and culture and the expectations of local leaders.
• Proven development experience in a leadership role.
• Able to work independently, asking for help when needed.
• Able to do assessment and write proposal and report.
• Refer to National Staff Policy Manual and contract paper.
