Job description
- TEAM/PROGRAMME: Dry Zone ‘LEGACY’
- Programme, Program Implementation LOCATION: Pakokku, Magway Region
- GRADE: B-2
- Number of Position: 1
- Type of Contract: Open
- CHILD SAFEGUARDING:
- Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or
more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs;
or are visiting country programs; ore because they are responsible for implementing the police checking/vetting
process staff.
- ROLE PURPOSE:
- The post holder will have the overall responsibility for the successful management and implementation of the
- Nutrition and Social Protection Programmes, including providing technical support in the field, monitoring,
management of the teams and reporting. The post holders will ensure close coordination with all stakeholders of
interest and other SCI programs in the area.
- SCOPE OF ROLE:
Reports to:
- Line Manager: Head of Regional Office – HORO
- Technical Manager: Head of Programs – Child Poverty
- Direct Reports: Senior Project Officers – SPO
- If this role is a budget holder, approximately, how much budget is the role managing:
- Program cost: 600, 000 USD/year.
Financial Approval:
- Budget Allocation on General Funds up to 20 000 USD
- External Representation:
- Regular and varied contact of detailed explanations of policy, regulations, programs, services, and
representation at District/ Provincial level and donor/ press visits.
- Travel:
- Frequent (over 6 days per month)
- Key accountabilities
- Project Management:
- Responsible for the timely, efficient and effective implementation of the LEGACY program in the Dry
- Zone area.
- In close collaboration with Head of Programme, lead the development of work plans and project reviews,
and participate in strategy reviews.
- Lead the implementation of programme activities in accordance with work plan and budget.
- Discuss variances in the work plan and targets with field team, Head of Programme and Technical
- Advisors, and facilitate resolution of issues.
- Provide supportive line management and supervision to the programme staff to ensure successful programme implementation, and provide opportunities for staff development, including close collaboration and cross-learning across technical sectors.
- Coordinate the delivery of training activities for the project, ensuring that feedback on training materials and tools are fed back to allow for continuous improvement.
- Conduct thematic/sector specific skills building sessions among community members and other stakeholders in area of assignment
- Contribute to developing and implementing SCI’s advocacy strategy (particularly around social protection)
- Ensure a gender-sensitive approach across activities.
- Support the Senior Program Officers and M&E staff to ensure programme data are collected and reported, and for operations research as needed.
- Monitor and document the progress of project activities in geographic area/s of assignment
- Prepare and submit reports on the project
- Supervise the Senior Project Officers in the implementation of his functions and provide support as needed
- Ensure that project resources for specific location are used optimally and that expenditures comply with
internal controls set by the Finance/Grants Units.
- Ensure the Programme meets SCI’s accountability standards and that effective accountability systems are in place.
Grant Management
- Overall budget oversight and responsibility for programme grant.
- The Programme Manager will delegate budget management to secondary budget holders as required by the specifics of the programme budget responsibility.
- Monitor the programme activities to ensure that they are managed in line with the agreed budget, and that transactions comply with Save the Children’s and the donor’s financial and compliance policies.
- Identify budget variances in time and take immediate and appropriate measures to reduce the variance, working with Head of Programmes, and Technical Advisors as well as Award - - -- Management and Finance
teams in Yangon.
- Coordinate with Head of Programmes and Technical Advisors to prepare requests for budget revisions, realignment and other grant modifications.
- Maintain a close relationship with the Funding & Grants Team, and in particular when issues or changes need to be brought to the donor’s attention.
- Prepare quality narrative donor reports (in collaboration with the Technical Advisors and Head of Programme) and financial reports (produced by the Awards Management team).
- Coordination and representation
- Take the leading strategic role in liaising and negotiating with implementing partners in the field
(MNMA, IPA, PGMF, etc.), Ministry of Health, local State and township authorities, and village leaders
as the main representative of the Programme in the Dry Zone.
Play a proactive role in ensuring full integration into existing SCI programmes in the area to ensure
coherence of approach, efficiency, smooth implementation and sharing of lessons learnt.
Organise and participate in field visits by donors, implementing partner delegations, or
other organizations.
Establish and maintain effective relationships with key programmatic counterparts, including
donor representatives, community representatives, and regional (State) officials.
In agreement with HORO and FOM, represent SCI to local government and working groups.
Leadership
Motivate and encourage staff to engage with village community groups to support community participation
in Maternal and Child Cash Transfer activity.
Ensure the entire programme staff abide to the Do No Harm approach to programming at all time and
is complying with Save the Children policies and guidelines.
Actively participate and input into programme strategy and directions.

Desired Skills and Expertise
Person specification
Skills and Experience:
At least 6 years of experience in the related field
Education:
Bachelor Degree (3 years + education post-secondary school). May be undertaking a professional
qualification like a CPA or Master program.
Communication and Technical Skills:
Good English communication skills, both written and verbal
Excellent personal organisational skills, including time management, and ability to meet deadlines and work
under pressure
Willingness to travel to field and work in difficult environment according to travel requirements
Management:
Strong people management skills/ experience and proven ability to create an environment which
encourages team-working and motivates a team across various geographical areas.
At least 3 years of management experience
General:
Ability to work collaboratively with colleagues across the organisation developing effective working
relationships to deliver outstanding results for children
Commitment to and understanding of Save the Children’s aims, values and principles
