• DUTYS AND RESPONSIBILITY:
• Manage and Project Implement
ONE ALONE
Take personal initiative, make decisions to ensure all outputs are achieved (as appropriate);

ONE-TO-ONE
- Report and seek analysis from Construction.
- Work with other division department personnel.
- Implement action by delegation to subordinates and control progress and results by joint critique.
- Training and development.

ONE-TO-SOME/ ALL
- Leading in planning and consruction.
- Communication co-ordination and statement analysis .
- Innovating co-operative skills and strengths in his own team

Personal Contribution: Execution of projects
- Ensure that the building construction requirements, as set out in the contract documents, are satisfied, at greatest efficiency.
- Where personal experience is the best use of a resource, this will determine the required input to the project team.
- Ensure that all the project members develop effective and efficient team work

Project Execution for Hoa Binh Corporation :
- Within company philosophy and policy framework.
- Fulfill contractual commitments and achieve company profit, time and quality objectives.
- In accordance with division and company systems and standards for cash control administration, customer subcontract relations, safety, industrial relations and training

Division and Company Development through:
- Product development including operational review.
- Teamwork and staff training.
- Estimating assignments.
- Use and promotion of other company services such as Plant, Computing etc.
- Internal communication.
- External representation

One Alone Outputs (an expanded description of Key Tasks)
- Obtain clear understanding of company philosophy, operating policies and procedures by study and discussion with Deputy General Director.
- Obtain clear understanding of project estimate, assumptions and division objectives existing of time of tender submissions or final negotiation. Review estimate, plant methods and programme and recommend final project methods. Reach agreement on project goals for profit, cash control, time, quality, safety, customer relations, industrial relations, product development and training.
- Determine staffing, allocate clear responsibilities, cultivate teamwork on project and with other company projects and services. Insist on disciplined adherence to routine procedures for financial control and the employed administration procedures.
- Maintain overview of project in order to identify and give personal attention to those tasks of high priority which are essential to the success of the project and achievement of agreed goals

Personal Responsibility
- Develop and maintain open communications with employees on site and transmit and interpret division and company information to employees.
- Develop sound relationships with Project Consultants representatives. Represent company formally and informally in these situations, the profession and industry at large.
- Operating results for own project to meet budgets for profit contributions as set in project objectives, and in accordance with company policy and procedures.
- Obtain clear understanding of the projects estimate assumptions and determine optimum staffing for own projects.
- Subordinate development and management succession.

ONE TO ONE RESPONSIBILITY
1. Deputy General Director
- Recommend actions and plans to improve the profitability, efficiency and quality of construction operation on own project.
- Discuss and agree all requirements related to industrial relations matters prior to taking action. 2. Review progressively for performance and operating improvement
- Project progress, profit and cost against budget. - Project consultant satisfaction and relationship.
- Personal effectiveness, goals, actions and development plan one to one relationship.
- Subordinate action and development plans including three way analysis where appropriate

Other Projects: Confer regularly to ensure:
- Technology, innovation transfer.
- Ensure consistency of standards in construction operations e.g.: safety, industrial relations, site establishment etc.
- Review one to one effectiveness

Industrial Relations Manager
- Obtain specialist advice and support in industrial relations and safety matters on own project and work together to ensure company procedures and practises are followed.
- Review effectiveness of industrial relations and safety services to own project.
- Review one to one effectiveness

ONE TO SOME / ALL RESPONSIBILITIES
1. Cultivate teamwork within own team and foster understanding participation and enthusiasm through information, planning and review meetings.
2. Contribute to site meetings for improvement of division performance, communication and exchange of knowledge and experience.
3. Establish effective working relationships with other members of company team and with key staff in services sections. Specifically included are Commercial, Estimating and Marketing Managers.

• AUTHORITY
- As the CE ( Chief Engineer ) of the construction projects , the CE controls all aspects of this construction Task unit.
- The project is a separate “stand alone” business entity, with an infrastructure of supporting specialist services provided in each divisional Head Office, on which the CE can draw
- Ensuring prompt claims and correct claim strategy
- Authorisation of Subcontractor payments

Desired Skills and Expertise
• POSITION STANDARD
Education -Master / Bachelor's degree for Civil engineer or Equivalent
Certificates- Myanmar Engineer Council reconized Certificate ( preferable )
• Required Skills and Experience
- Key skills

- Excellent verbal and written English
- Reading Comprehension: shopdrawings
- Cost/Quantity/Schedule control, providing advice and forecasts about costs
- Commercial awareness Other request - Overtime - Pressure in work

- Good computer knowledge in Microsoft Project, Auto cadD
- Strong issue resolution and negotiation skills
