Job description
TEAM/PROGRAMME: Child Protection/ Child Rights Governance – Programme Implementation LOCATION: Yangon

CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

Consultancy Role: Conducting final evaluation for NORAD projects in Kayah State and Magway Region and reporting
Introduction:
Children in Myanmar face some of the worst poverty in Asia, and families in both rural and urban areas are resorting to coping mechanisms that undermine children’s protection. The multitude of protection risks that children in Myanmar face include neglect, trafficking, exploitative and harmful labour (including commercial sexual exploitation), recruitment into armed forces, internal displacement and migration, sexual abuse and physical punishment and violence. Save the Children Child Protection programme works to build child protection systems and educate communities on methods and approaches to protecting children. Communities are equipped to respond to the needs of children who are on the move, at risk of being recruited into armed groups and forces and those who are affected by physical and humiliating punishment sexual abuse and exploitation. Save the Children is also working with DSW, UNICEF and other local partners to help build a stronger national child protection system that can effectively respond to cases of abuse, violence and exploitation. Through the establishment and capacity building of child groups in the communities, Save the Children listens to children’s voice and understand and share knowledge of child issues and facilitates discussions between children and the authorities on issues related to child protection.

Child Rights Governance programme is built on the key recommendations from the Concluding Observations released in March 2013, which highlighted the need to focus on bringing in line current legislation with the CRC, improving the implementation of the co-ordination on child rights between different ministries and independent monitoring of child rights by Government and non-government authorities and through a strengthened Human Rights Commission that has a child focal point. Child Rights Governance Programme activities includes advocacy at different level by the collective effort of child focused organizations which were formed as NGO Child Rights Working Group (NCRWG), monitoring Child Rights situation by using Child Rights Monitoring Framework to advocate and complement the State CRC report, strengthening the capacity of NCRWG and local partners in order to effectively advocate and promote children’s rights based on the Concluding Observations and to be able to contribute in the new Child Rights Law which is under review at the Parliament, establishing children’s groups to promote their rights to participation: empowering them to raise child rights issues which are directly affect them to duty bearers who can respond their issues, forming children network at State and Region level to engage with child rights mechanisms who are accountable to fulfil children’s rights as set out in the UNCRC.

Purpose of Consultancy:
Aim and objective of the consultancy
The aim is to conduct the end of project evaluation to assess the progress the project has made in full implementation period and to identify challenges, good practices and gaps. The intended use of the findings is to inform and improve future programme intervention for quality assurance.

The consultant will assess the progress in defined outcome indicators in terms of progress 1) from baseline to endline (results calculated cumulatively to the extent possible, 2) comparing endline targets with actual results at the point of endline, and 3) progress made from mid-term to the endline, relevance, effectiveness, efficiency, sustainability and impact of the project. The consultant will also assess the unintended outcomes that project has made during the course of design and implementation which will feed into inform project management to avoid in future programming.

The list of Outcome indicators are as follow;

Child Rights Governance
• # of policy or legislative changes to institutionalize children's rights has taken place with the support of Save the Children
• # of recommendation concerning children rights prioritized given to the respective countries
• Proportion of recommendations accepted by the government that is promoted by SC
• Independent strong and effective Ombudsman institution as per standards
• Child informed supplementary reports are being prepared or have been submitted by civil society partners and children's networks supported by or partnering with Save the Children
• Coalitions for children's rights supported by Save the Children and partners have demonstrated impact or influence
• # of Township Child Rights Committee (TCRCS) active and functioning in project areas
• # Joint monitoring visits (Civil Society and National government) conducted if states have been meeting their obligations towards children rights

Child Protection
• One or more policy or legislative changes to improve children’s protection rights in line with the four global Child Protection Initiative priority areas has taken place
• % of communities in which children perceive as being safe and protected in their community environment

Key research questions related to above mentioned outcome indicators will be agreed, and selected together in consultation with Save the Children program and MEAL teams.

Project Background
Funded by NORAD, the Child Protection project has been implemented in Myanmar since 2015 in 4 townships (Loikaw, Shadaw, Bawlekhe and Phruso) in Kayah and 2 townships (Magway, and Pakkoku) in Magway region since 2016 aiming to create a protective and safe environment for children in target areas through quality prevention activities. To that end, the project sets out to build capacity of local implementing partner organizations in Kayah and also work closely with the child groups as well as parents and care givers in the project target areas.

Corporal punishment remains legal in the family and the majority of children are beaten in their own homes by their parents, caregivers, or other relatives. In order to make significant improvements in the protective environment for children it is essential to engage in activities that will change public perception as well as behaviour in this area.

This project therefore takes specific steps to build the capacity of CSOs to raise awareness with key target groups and the public at large on the risks of using physical violence. It also supports advocacy for a ban on physical discipline as part of the Child Law Reform. At the same time it is important that parents and teachers, including monks in monastic schools, are equipped with practical techniques in ‘positive discipline’.

Another key focus prevention area for this project is the promotion of safe migration. The level of poverty within Myanmar and the lack of educational and work opportunities mean that children and youth across Myanmar are on the move both internally and abroad. Migration is most common in the border areas (state such as Kayah where this project is targeted) and can lead to children becoming exposed to trafficking, recruitment into armed groups and other forms of exploitative labour. Targeted messaging and pre-departure packages are disseminated to encourage safe migration practices in addition to sensitizing other actors such as overseas employment agencies and the media.

Another key area of prevention work is the area of raising awareness and the reporting of Grave Violations. This programme builds the capacity of partners to raise awareness of the grave violations and encourage reporting via the CTFMR to the UNSC.

Child Rights Governance component of NORAD project aims to strengthen the national child rights systems and institutions for monitoring and implementing children’s rights and better coordinated at the township, district and national level, including KNPP (Karenni National Progressive Party) in non-government controlled areas.

Another focus area is on child rights monitoring in which both governmental and non-governmental entities are collecting data and information about the child rights situation on a regular basis to inform policies, plans, budget allocations and both state- and supplementary reporting on UNCRC and UPR.

CRG also aims to strengthen civil society and non-government organizations at all levels through capacity building to effectively promote children’s rights.

Scope and focus of the evaluation
Duties and Responsibilities of Consultant(Lead Consultant):
• Lead, and develop detailed evaluation plan including data collection tools and methodology, and/or revise existing internal tools such as Save the Children Quality of Service Providers, etc. (both qualitative and quantitative) to generate the information around project outcome areas, to assess the project against DAC criteria: relevance, efficiency, effectiveness, sustainability, impact of the project, and untended outcomes throughout the course of project life
• Develop training curriculum and provide training to enumerators
• Conduct desk reviews of project documents
• Sampling the areas in which evaluation will be undertaken (95% confidence level and 5% margin of error)
• Conduct FGDs and interviews with a variety of stakeholders groups as required based on the sampling, data collection methodology and tools designed
• Ensure supportive supervision and re-checking of collected data throughout the data collection period
• Analyse the data collected for the evaluation
• Ensure data quality assurance and control
• Provide in-person presentation on initial findings to Save the Children
• Produce draft and final evaluation report in English including recommendations
Duties and Responsibilities of Consultant (Assist Consultant):
• Support in developing detailed evaluation plan including data collection tools and methodology, and/or revise existing internal tools such as Save the Children Quality of Service Providers, etc. (both qualitative and quantitative)
• Translate the data collection tools as required and provide interpretation from English to Myanmar vice versa
• Conduct FGDs and interviews with a variety of stakeholders groups as required based on the sampling, data collection methodology and tools designed
• Analyse the data collected for the evaluation
• Provide in-person presentation on initial findings to Save the Children
• Produce draft and final evaluation report in English including recommendations

Deliverables
The consultant will:
1) Produce project evaluation report- this includes all the activities stated in the above table.
2) Provide a list of tools used in evaluation as annexes to report
3) Provide a presentation on key findings and recommendations
4) Provide a set of data collection and data storage tools used in evaluations including raw data and refined datasets along with analysis and findings
5) Draft and final evaluation report- this includes all the activities stated in the above table under deliverable 4.

An evaluation report along with the good practices and recommendations will be produced covering the criteria stated under the session of scope and focus of the project. Save the Children will provide the evaluation report format and the quality of the final evaluation report will be assessed by using Save the Children internal evaluation quality tool.

Consultancy Fee(s): Consultant(s) have to submit the consultancy package rate including daily rate and other estimated expense such as international travel, local transportation, meals, and accommodation upon application

Compliance with SCI’s CSP
The consultant undertaken the evaluation study will comply with Child Safe Guarding Policy of SC Myanmar and will receive briefing from Save the Children

Management
The consultant will formally report to Project Managers, Child Protection and Child Rights Governance Programme, Programme Implementation, and Save the Children Myanmar. In the event of any major disagreement over the content of the evaluation, Save the Children will endeavor to find a consensus, and if necessary, ensure that any strategically critical dissenting perspectives are acknowledged in the final evaluation report.
Ownership and Disclosure of Data/Information
All documents, survey designs, drawings, data and information shall be treated as confidential and shall not without the written approval of Save the Children International be made available to any third party. In addition, the consultant(s) formally undertakes not to disclose any parts of the confidential information and shall not, without the written approval of Save the Children International be made available to any third party. The utilization of the survey report is solely at the decision and discretion of Save the Children international. All the documents containing both raw data/materials provided by Save the Children International and final report, both soft and hard copies are to be returned to Save the Children International upon completion of the assignment. All documentation and reports written as, and as a result of the evaluation or otherwise related to it, shall remain the property of Save the Children International. No part of the report shall be reproduced except with the prior, expressed and specific written permission of Save the Children International.

1. Good knowledge in child protection and child rights governance issues in Myanmar
2. Experience in developing and conducting evaluations including qualitative and quantitative data collection

4. Proven experience in producing high quality evaluation reports with relevant recommendations in child rights related thematic areas
5. Previous experience working with children and communities, local NGOs, and government authorities using participatory approaches
6. Excellent and demonstrated understanding of Child Safeguarding, Child protection and ethical issues in research
